Remains Found of Woman Sacrificed to Mitigate “El Niño” Effects in the Fifteenth Century

first_imgBy Dialogo July 16, 2009 Lima, 13 July (EFE).- A fifteenth-century woman belonging to the Chimú culture was buried alive in the archeological complex of Chan Chan, in northern Peru, to mitigate the effects of the “El Niño” weather phenomenon, the National Institute of Culture (INC) revealed today. “This is the first time that evidence has been found that some inhabitants were buried alive during that period, in this case in order to ward off the possible effects of the ‘El Niño’ phenomenon on the mud-built city,” the director of Executive Unit 110 of the INC, Cristóbal Campana, explained to the state press agency Andina. The skeletal remains of the woman, who was between twenty-two and twenty-three years old, were found during restoration work on the western perimeter wall of the “Ñain An” Palace or “House of the Birds,” part of Chan Chan’s mud-built citadel. This archeological complex has been recognized by UNESCO as a world cultural heritage site, but it is also on the list of heritage sites in danger due to the fragility of its structures, as a result of the effect of rain and the intense heat in the region. Chan Chan is one of the most important ceremonial centers in northern Peru and is located 570 kilometers north of Lima. The remains are of a woman 1.55 meters tall who was strangled and buried alive, as determined from the position of her upper limbs and jaws, which reflect a desperate struggle to free herself from the fabric knotted around her neck, the agency press release added. In addition, the victim suffered the amputation of both her feet, in the same way that the Chimú amputated both feet of guardians sacrificed in another palace in the same area. Nevertheless, the press release did not explain how it was known that this sacrifice was related to the feared meteorological phenomenon. Moyes pay-off ‘in single digits’

first_img United executive vice-chairman Ed Woodward also said an announcement on a new manager would be made “in due course” – it is understood the expected appointment of Dutch coach Louis van Gaal will not take place before next week. Woodward said in a conference call to club investors that the cost to United of not playing in the Champions League next season would be “in the mid-£30millions” and that there was a determination to return to Europe’s top club competition. Manchester United’s pay-off for David Moyes will be “single-digit millions” it has emerged, as club chiefs promised major investments on new transfers to ensure a return to the Champions League. Woodward said finishing seventh in the Premier League had been “very disappointing” and suggested missing out on Europe had led to the sacking of Moyes last month. He said: “The club’s expectations – and you will see this reflected in the transfer market and what we have recently done from a managerial perspective – are absolutely to get back into the Champions League. “We will be active in the transfer market and deals will be done.” In relation to the pay-off to Moyes and his backroom staff who also left the club, investors were told the figure would be revealed in September and it was expected “to be single-digit million pounds”. Woodward said record revenues for the third quarter of the financial year puts United in a good position to invest in the squad and challenge for the title next season. United reported revenues of £115.5million for the quarter, up 26 per cent, mainly due to rises in income from Premier League broadcasting money and sponsorship deals. “We once again generated record revenue,” added Woodward. “This puts us in a healthy financial position to continue to invest in the squad. Everyone at the club is working hard to ensure the team is back challenging for the title and trophies next season.” The players’ wage bill was also up however by 18.9 per cent, reflecting the arrivals of Juan Mata and Marouane Fellaini plus new deals for Nani and Adnan Januzaj. Wayne Rooney also signed a new deal during the current financial year but it is understood that is for the same level as his previous contract – around £230,000 a week – but he earns more from a separate image rights contract which is not reflected in United’s staff costs. Sponsorship income rose 43.5 per cent while United’s overall debt is down 4.3 per cent at £351.7million, while the cost of servicing that debt also fell – there was a £2.8million reduction in interest payable following refinancing in June last year. Broadcasting revenue for the third quarter was £35.6million, an increase of £13.9million, or 64.1 per cent, due to increased revenue from the Premier League. Woodward said the increase from the Premier League would soften the financial impact of missing out on Europe. He said: “Due to relatively high broadcasting revenues we estimate that the isolated impact for not qualifying for European football will be in the mid £30millions of pounds which includes a 15 per cent reduction in the price of executive facilities next year.” The club and 62-year-old Van Gaal, currently coach of Holland, are understood to have reached a broad agreement but no deal has yet been signed. Van Gaal is busy with preparations for Holland’s friendly against Ecuador at the Amsterdam ArenA on Saturday, and sources close to the club have ruled out any announcement taking place either side of that fixture. United’s interim manager Ryan Giggs was photographed leaving a hotel in the Dutch town of Noordwijk on Wednesday, where it is understood the 40-year-old had a meeting with Van Gaal. Giggs’ playing contract expires in June and he is expected to be offered a senior coaching role, though it is not known whether he intends to keep playing next season. Gov’t Challenges Public to Make Use of FOI

first_imgThe Government of Liberia, through the Ministry of Information, Cultural Affairs, and Tourism (MICAT), has challenged the Liberian public and foreigners alike to take advantage of the Freedom of Information law by making use of its contents, in an effort to make this government and others to come, more transparent and accountable to the people.The Deputy Minister for Administration at MICAT, Norris Tweh, said the FOI Law will only be effective when Liberians get to fully hear about and understand it through publicity and awareness programs.Speaking at a FOI Education and Awareness program organized by the Ministry of Health and Social Welfare, Minister Tweh said that everyone (Liberian and non-Liberian) has the right to seek, receive, and impart information as stipulation in Article 19 of the Universal Declaration of Human Rights.Briefing workshop participants that included the media, employees of MOH&SW, medical entities and the Ministry’s Acting Information Officer, on the FOI procedures on requesting information from public entities such as ministries and agencies that fall under the FOI Act, Minister Tweh said that requests can be received by e-mail, letter, in person and by phone.Minister Tweh indicated that when a request is received(via E-mail, letter) by an Information Officer at any entity, it should be dated and stamped and the information requested will be process in a period of 30 days, including the date of receipt.He noted that information that maybe requested and denied by any Information Officer has four procedures through, which appeals could be taken.“When your request is being denied by an Information Officer, you have four steps you can take to have that decision overturned depending on its legitimacy. The first step is to seek redress through an internal review body in that entity to which your request was sent. If you are not satisfied by the decision taken by that body, you may take your case to the Information Commission and from there to the Civil Law Court with the option to go even further: to the Supreme Court,” Minister Tweh said.He said: “We as Liberians can use the FOI Law to make our Ministries and Agencies more efficient and effective and this may subsequently lead to the expansion of our economy.Giving an overview of the FOI law, Information Commissioner Cllr. Mark Bedor-Wla Freeman, said that advancing the right of access to information is a joint- responsibility between the government and its citizens.Cllr Freeman said while the government must assure full and effective implementation and enforcement of the FOI Act, it is up to the citizens to monitor government’s efforts and to use the law; ultimately, the value of the FOI law rests in its implementation and use, and it is only by seeking and making requests for formation, that the benefits of access to information can fully be enjoyed.“This is why government decided to prioritize this document and had it passed into law about three years ago. The government thinks the people should have a say in the governance process of the state.Also quoting the Preamble of the Liberian Freedom of Information Act, the Information Commissioner boss said access to information is indispensable to a genuine democracy and good governance and no limitation shall be placed on the public’s right to be informed about the government and its functionaries.A participant wanted to know whether Information Officers are selected or appointed by the minister or by the president—and whether such an appointment by one or the either might not produce a compromising situation.Meanwhile, Liberia’s FOI Act was signed into law on September 16, 2010, provides all persons the right of access to public information. The right of access to information is a fundamental human right guaranteed by the Universal Declaration of Human Rights and the African Charter on Human and People’s rights, as well as the constitution of the country (Liberia).FOI laws or regulations have been passed in over 90 countries around the world, with an even greater number enjoying a constitutional right to information.
