The bill enables new investments in health tourism

first_imgToday, the 60th session of the Government of the Republic of Croatia was held in Banski dvori, and the Bill on the Provision of Services in Tourism was sent to the Croatian Parliament.Minister Gari Cappelli said that the proposed law transposes the European Union Directive from 2015 on travel in package arrangements and related travel arrangements into the legal order of the Republic of Croatia. “During the work on the text of this legal proposal, we assessed that the existing law is restrictive for the development of the overall provision of services in tourism and strengthening the competitiveness of Croatian tourism.”, He emphasized. Speaking about the novelties proposed by the law, the Minister mentioned the reduction of administrative barriers to starting, but also continuing entrepreneurial activity and prescribing services that are considered tourist services of health tourism, adding that the possible circle of providers of tourist services in health tourism is expanding.Tourist services are additionally regulated in congress tourism, as well as the provision of car rental services without a driver and who can provide them and under what conditions. Services are also being regulated tourist diving and allows the church and religious communities to organize pilgrimages and other journeys in the function of promoting and manifesting the faith. The provision of services is regulated tourist guide citizens of another Contracting State to the Treaty on the European Economic Area and the Swiss Confederation on a temporary or occasional basis, as well as the abolition of seminars and professional examinations for heads of higher education institutions and only the passing of professional examinations for heads of affairs before the examination commission. It is also planned to reduce the amount of misdemeanor fines, and introduce more lenient treatment of tourist inspectors towards service providers who commit misdemeanors by applying the principle of opportunity, ie by prescribing the possibility to eliminate irregularities and deficiencies identified in inspections without punishment.Finally, Minister Cappelli said that for the implementation of this Act it is not necessary to provide additional funds in the state budget of the Republic of Croatia, nor in the budgets of local and regional self-government units.Minister of Justice Dražen Bošnjaković explained that the Proposal of the Law on Amendments to the Law on Obligations is closely related to the Law on Provision of Services in Tourism. The proposed law proposes to delete Articles 881 to 903 of the Law on Obligations which regulate the contract on travel organization, which transposed into Croatian legislation the (old) Directive on travel in package arrangements (from 13 June 1990) which was placed out of force with the new Directive on Travel in Package Arrangements and Related Travel Arrangements (of 25 November 2015), which will be transposed into Croatian legislation by the new Law on the Provision of Services in Tourism.The draft Law on the Provision of Services in Tourism is mostly focused on the work of travel agencies as well as on tourist guides.
